Fork PRs can't access GitHub Actions secrets, so
TEMPO_TESTNET_RPC_URLandTEMPO_DEVNET_RPC_URLresolve to empty strings — causing rpc-tests to fail withrelative URL without a base. Falls back to public endpoints (rpc.moderato.tempo.xyz,rpc.devnet.tempoxyz.dev) when secrets aren't available.Prompted by: Daniel
